On the regulatory side, Guatemala's 2021 Anti-Bureaucracy Law established a Single Window system to centralize administrative procedures. By the end of 2024, over 1,100 government processes had been fully digitized — including those most relevant to foreign trade and business registration. The National Trade Facilitation Plan 2024–2028 extends this further, modernizing customs infrastructure at ports, airports, and border crossings, and centralizing all foreign trade procedures into a single electronic portal.
